Haven't heard of them but, in general, I'll sometimes move a little more slowly when dealing with a new sponsor.

I'll sometimes slow play the IRB or regulatory until I know they'll play ball with the budget.

Never heard of them but this is a good example of why I don't touch regulatory until we've gotten all the documents we need and the budget/contract is mostly negotiated. I'm not working until I know I'm going to be paid appropriately, and this approach gives me leverage over Sponsors to negotiate my costs.
